1040: SCHOOL COMMITTEE POLICIES
The purpose of this policy is to establish policy procedures. The Coventry
School Committee will develop policies and put them in writing so that they may
serve as guides for the discretionary action of those to whom it delegates
authority.
The formulation and adoption of these written policies will constitute the basic
method by which the School Committee will exercise its leadership in providing
for the successful and efficient functioning of the school system.
The School Committee accepts the definition of policy set forth by the National
School Boards Association: "Policies are principles adopted by a School
Committee to chart a course of action. They tell what is wanted; they may
include why and how much. Policies should be broad enough to indicate a line of
action to be followed by the administration in meeting day-to-day problems, yet
be specific enough to give clear guidance."
With the exception of an emergency policy, all proposed new and/or amended
policies from any school committee member must be filed with the superintendent
of schools not later than eight (8) days before the meeting date at which the
proposal is to be introduced.
Other than an emergency policy, every policy and/or amendment shall be
introduced by either reading it in its entirety at a regularly scheduled school
committee meeting or by posting it on the District’s website, thereby reviewing
the salient points.
Every policy and/or amendment will be considered for adoption by the committee
at the next regularly scheduled school committee meeting, after being read in
full a second time or highlights discussed from the website posting.
The policies of the School Committee are framed, and are meant to be
interpreted, in terms of state law, regulations of the Rhode Island Department
of Education, and other regulatory agencies of the various levels of government.
